At about 1:15 pm on February 13 police were called to attend to the vehicle, parked outside a take away restaurant.
A witness had seen the dog, which was allegedly inside the vehicle in a distressed state, allegedly panting and shaking.
A short time later, police entered the restaurant to locate the owner of the vehicle and dog.
Officers will allege a 32-year-old woman approached police yelling, before walking away to the kitchen.
Police tried to take the woman outside the restaurant as she allegedly acted in an offensive manner, allegedly resisting and fighting police.
Police placed her under arrest and she was taken to Griffith Police Station.
NRMA came to the carpark and allegedly opened the vehicle for police to free the dog from.
The woman was charged with behaving in an offensive manner in or near a public place and committing an act of cruelty upon an animal.
She was released on bail, and will attend Griffith Local Court on April 2.
