Police allege the 50-year-old confronted his victim around 7 pm on November 9, after the man had tied up his dog and entered the shop.
According to police, the accused was seated nearby when he approached the shopper, yelling before launching a series of punches that failed to connect.
When the alleged victim returned to collect his dog, the 50-year-old allegedly confronted him a second time, attempting another punch before trying to swipe at the dog's head with an open hand.
Emergency services were called to the scene shortly after the incident.
Officers initially issued the man with a move-on direction while they took a statement from the alleged victim.
The 50-year-old was subsequently issued with a field court attendance notice for common assault and will face court to answer the charge.
